...Heavy rain and snow is falling across the Pacific Northwest
while light to moderate snow continues in the northern Great Basin
as a cyclone enters from the Pacific ocean... 

Winter Storm Warnings and Advisories are in effect for most of
Washington, western Oregon, Idaho, northwest Montana and northern
California.

Winter Storm Watches are in effect for the Sierra Nevada the
Northern Rockies.

Flood watches are in effect for portions of central California and
northwest Oregon.

At 1200 PM PST...A surface low with a central pressure of 999 mb
was located approximately 87 miles west of Quillayute, Washington.
From this low, an occluded front stretched into northwest
Washington, with an associated cold front reaching southwest and a
stationary front draped across southern Washington and into the
Rockies and Great Plains. Ahead of the system, National Weather
Service Doppler Radar and surface observations depict snow across
much of Washington. Rain was observed in the coastal regions of
Oregon and Washington.

This current system will die off this evening giving way to the
next system to reach the California-Oregon coast tomorrow
afternoon. Between now and Thursday evening, 1-3 feet of new
snowfall is expected across the Cascades of Washington and Oregon
as well as the higher elevations of Idaho and northwest Wyoming
and the Shasta and Siskiyou ranges of northern California. The
Sierra Nevada of eastern California is expected to receive 3-5
feet of new snowfall with locally higher amounts from this system.
Such significant snowfall carries an avalanche risk and threatens
to close major roadways and interstate routes in the area once
heavy snow begins to pile up. At lower elevations, western Oregon
and California coastal ranges are expected to receive 2-5 inches
of rainfall into Thursday afternoon, which could lead to flooding.
