...Moderate to heavy precipitation associated with a
rapidly-moving Pacific low pressure system now overspreading the
Pacific Northwest into the Great Basin.

Winter Storm Warnings and Winter Weather Advisories are in effect
for much of Oregon and southwestern Washington, into northern
California and the Sierra Nevada, the northern and central Great
Basin, as well as portions of the central Rockies.

Ice Storm Warnings are in effect for portions of western Oregon.

Flood watches and warnings are in effect for coastal southern
Oregon and northern California.

At 1200 PM PST...A quasi-stationary front demarcating the southern
edge of a polar air mass extended across Oregon, the Great Basin,
and through the central Rockies as arctic air surges into the
Plains.  Meanwhile, a low pressure system with an estimated
central pressure of 992 mb over the Pacific was quickly moving
east toward Oregon.  National Weather Service Doppler Radar showed
moderate to heavy precipitation ahead of the low pressure system
had already overspread northern California, down along the Sierra
Nevada, much of the Pacific Northwest, and was expanding into the
Great Basin.

As the low pressure system continues to move toward and push
onshore into Oregon this evening and tonight, precipitation will
become heavier, along with increasingly strong and gusty winds. 
Heavy rain is forecast to continue through tonight near the coast.
 Meanwhile, significant icing is expected just inland across
portions western Oregon.  Farther inland, a swath of accumulating
snow is forecast to extend from northern Oregon through southern
Idaho, northern Utah and into southern Wyoming and western
Colorado, as well as along the Sierra Nevada.  The highest snow
totals are expected in the Oregon Cascades, Sierra, Wasatch
mountains of Utah, and central Rockies in Colorado, where a few
feet of snow could accumulate near the highest elevations.  In
addition to the wintry precipitation, bitterly cold wind chills
will continue for areas of the northern interior Pacific
Northwest/Great Basin, and there is also the risk of flooding with
heavy rain moving into southern Oregon and northern California
Pacific Coast.
