...Strong atmospheric river producing life threatening heavy rain,
flash flooding, mountain snow, and high winds across California...

Several Flash Flood Warnings and advisories are in effect across
portions of Southern California.

Flood Watches are in effect across much of Southern California.

Winter Storm Warnings are in effect atop the California Sierra
Nevada.

At 600 AM PST...Radar and surface observations observed a cold
front traversing through interior portions of Southwest. Heavy
rainfall, facilitated by high water vapor content and enhanced
lifting by a surface trough, is streaming southwest to northeast
into Southern California along and behind the cold front. Gusty
winds were also ongoing across much of California.

Moderate persistent rain will continue through Tuesday for much of
Southern California, with additional rainfall amounts of 1-3".
Lighter rain showers may continue through Wednesday, however. The
threat for locally catastrophic flash and urban flooding impacts
will persist across Los Angeles. In the mountains, heavy wet snow
will continue across the Sierra Nevada through Tuesday. 2-3"/hour
snowfall rates combined with wind gusts will lead to whiteout
conditions and near impossible travel above 5000 feet.
