Short Range Forecast Discussion NWS Weather Prediction Center College Park MD 300 PM EST Mon Nov 18 2019 Valid 00Z Tue Nov 19 2019 - 00Z Thu Nov 21 2019 ...Freezing rain and snow to impact portions of Upstate New York into New England tonight into Tuesday... ...Possible flash flooding for portions of the southwestern U.S. beginning Tuesday evening along with colder weather arriving by Wednesday... A coastal storm tracking northward about 200 miles east of the New England coast combined with an upper level trough approaching from the central Appalachians and northern Mid-Atlantic will aid in the production of wintry weather for the Northeast. Freezing rain is expected to develop along the eastern sections of Upstate New York into northern New England beginning tonight and transition to snow early Tuesday morning. The majority of precipitation will exit the region by Tuesday afternoon leaving behind one to two tenths of ice along with 1-3 inches of snow. Locally heavier snow is expected for far northern Maine where the precipitation type will likely remain predominantly as snow. A cold rain is expected for the coastal cities from Portland to Boston and New York. Across the western U.S., moisture from the remains of Tropical Storm Raymond in the eastern Pacific and a strong closed upper low west of the Baja Peninsula should allow anomalous moisture to spread northward into southern California and the desert Southwest on Tuesday. Showers and thunderstorm coverage will increase Tuesday afternoon and evening across southern California, Arizona and New Mexico into southern Utah. Locally heavy rainfall rates may result in flash flooding Tuesday night into Wednesday, especially across central and western Arizona where 1-3 inches of rain are forecast through Wednesday afternoon. Cooler weather will also make its way into the southwestern U.S. bringing the region's high temperatures into 10-20 degree below average range for Wednesday.
