...Heavy mountain snow in the Sierra Nevada this weekend...

...Severe thunderstorms and heavy rain possible across the southern Plains
late today into Sunday night...

...Above average temperatures to spread across much of the central and
eastern U.S. through early next week...

An increasingly active weather pattern is currently spreading into the
western U.S. California is first in line with the active storm track, and
therefore will get the brunt of the precipitation. The Sierra Nevada will
likely see heavy snowfall measured in feet especially tonight into Sunday,
while the lower elevations will be drenched by 1 to 2 inches of rain,
thanks to an energetic low pressure system pushing onshore. Waves of
moisture will then penetrate further inland across the Great Basin,
overspreading much of the Rockies with high-elevation snow. A low
pressure system will then consolidate over the northern High Plains later
today before ejecting eastward across the northern Plains on Sunday with a
warm spell in the midst of occasional showers. Meanwhile, clouds and
precipitation will keep daytime temperatures cooler than normal across
California today, spreading into much of the Intermountain West by Monday.

Cooler air behind a cold front will spread from the Great Lakes into New
England and down into the Mid-Atlantic today. Meanwhile, moisture
returning from the Gulf will help trigger strong to severe thunderstorms
mainly across the southern High Plains today into tonight. From Sunday to
Monday morning, the severe weather threats are expected to move across
west-central Texas, west-central Oklahoma and into central Kansas.
Damaging wind gusts and hail are expected to be the primary threats.
Meanwhile, rain and embedded strong thunderstorms are expected to expand
across the upper Midwest tonight ahead of a warm front, spreading across
the Great Lakes on Sunday, and reaching northern New England by Monday
morning.

Cool air across the Great Lakes into the Northeast today will give way to
a significant warm spell as the aforementioned low pressure system expands
the warm air across the northern Plains into much of the Great Lakes and
Ohio Valley by Sunday with high temperatures rebounding into the 70s and
80s.

***Multiple rounds of heavy rain and severe weather across the
Plains next week***

...General Overview...

An amplified upper level flow pattern will be in place next week
across the Continental U.S., with an upper ridge situated east of
the Mississippi River, and a general trough over the West. Multiple
impulses will eject eastward across the Plains and provide forcing
for episodes of heavy rain and severe thunderstorms from the
southern Plains to the Great Lakes. Summer-like temperatures will
be commonplace across the eastern half of the country with highs
well into the 80s and lower 90s by the middle of the week, while
snow will be likely across the central and northern Rockies.

....Guidance/Predictability Assessment...

The 00Z model guidance suite features good overall agreement on the
synoptic scale for the beginning of the week, so a general
deterministic model blend works well as a starting point. Recent
runs of the GFS have been faster with ejecting shortwave energy
eastward from the Plains to the Great Lakes, with a quicker cold
front passage across the Ohio Valley and Northeast/Mid-Atlantic
when compared to the non-NCEP guidance, but the latest 00Z run has
trended a little closer to the model consensus. It remains the case
that the ECMWF and ECENS are both significantly warmer than the
AIFS across the Eastern U.S., but not to the same degree as noted
yesterday. The guidance is indicating the potential for a pattern
change by next weekend as the ridge becomes more suppressed, and a
stronger cold front makes progress across the east-central U.S.
after an early season heat wave, but enough differences exist by
this time to merit an increase of the ensemble means to about 50-60
percent by that time. The NBM appeared to be a reasonable starting
point for most areas of the country for temperatures, and QPF was
raised slightly across the Plains to the Midwest where convective
training is possible, and winds raised some across Colorado and
New Mexico on Tuesday.

...Weather/Hazards Highlights...

A very active weather pattern develops across the Central U.S.
through the middle to end of the week, with multiple rounds of
strong to severe thunderstorms expected from Texas to the Midwest
states, given favorable wind shear and instability in place. The
moisture will be channeled northward from the western Gulf to the
Midwest between the eastern U.S. upper ridge and the trough over
the Rockies, and the limited eastward progression each day will
likely result in areas that have excessive rainfall leading to some
instances of flash flooding. Marginal Risk areas will be valid
across portions of the Midwest to the western Great Lakes Tuesday
into
Wednesday where a few mesoscale convective systems are likely to
develop. Additional heavy rainfall is likely beyond this time
across portions of the central/southern Plains and the Midwest.

Out West, an amplifying shortwave and associated cold front will
bring a renewed round of coastal rain and mountain snow to the
Pacific Northwest Tuesday into Wednesday, with potentially 1-2+
feet of snow for the Cascades. This moisture then moves inland
across the northern Rockies through the middle of the week, with
moderate to locally heavy snow from northern Idaho to northwestern
Wyoming. Lighter snows will be possible across the higher terrain
of Utah and Colorado.

Temperatures will also be making weather headlines next week across
much of the Eastern U.S., with highs reaching into the mid to upper
80s for many areas, and even some lower 90s across the Southeast
and Mid-Atlantic region going into the middle of the week as the
early season heatwave reaches it peak. Numerous daily record highs
will be possible, especially Wednesday and Thursday. There should
be a modest cooling trend towards the end of the week as the
frontal boundary drops southward from the Ohio Valley to the Mid-
Atlantic, and remaining hot across the Deep South and the
Carolinas. Out West, readings should generally be near to below
average with the upper trough in place and increased cloud cover
and precipitation.

...Periods of Heavy Rainfall Expected Across the Islands this
Weekend into early next week...

The closed upper low currently situated approximately 1000 to 1100
miles to the northwest of the Islands near 36N 167W, will remain
nearly stationary through late Monday, and then only begin to push
slowly eastward Tuesday and Wednesday. There is no change to
prior model consensus of mid to upper level southwesterly to west
southwesterly flow aloft remaining established across the
islands, on the southeast side of this nearly stationary closed
low. This will allow and axis of much above average PW values, 2
to 4+ standard deviations above the mean to persist across the
Island chain through this weekend and into much of next week.

Shortwaves in this persistent southwest mid to upper level flow
will continue to enhance large scale uvvs in the anomalous PW
axis, supporting rounds of heavy rainfall and an elevated risk of
life threatening flash flooding and mudslides/debris flows this
weekend and possibly for portions of the upcoming week. While
the anomalous PW axis is expected to remain across the Islands
through much of the upcoming week, models continue to be more
emphatic about heavy rain chances through the weekend and Monday
for the western to central portion of the state. After this,
model qpf is not as focused, but locally heavy rains are still
possible given the much above average PW values remaining across
the state and potential for additional shortwaves in the above
mentioned west southwesterly to southwesterly mid to upper level
flow.

Through the forecast period, the typical trade wind pattern will
remain disrupted. A return to a more normal trade pattern may
occur late in the upcoming week.

THE SOUTHERN PLAINS...

...Central Plains...

The MCS responsible for periods of excessive rainfall and
resulting flash flooding will continue through the remainder of
this morning. The 12Z TOP sounding shows as much as 1,000 J/kg of
MUCAPE, along with a saturated and nearly 8,000ft warm cloud layer
aloft, plus a highly sheared environment featuring excellent low-
level SRH in the sfc-1km layer that exceeds 250 m2/s2. The ARW has
handled this complex the best, and its new 12Z run suggests
organized thunderstorms will linger for at least a couple more
hours over northeast KS and far northwest MO. WPC has issued a new
MPD, #0091, to highlight the ongoing flash flood threat. But with
several more hours of excessive rainfall expected, opted to
maintain the Marginal Risk until at least the 01Z update.

...Southern Plains...

Flash flooding is very much a concern from the Big Bend on north
and east through the heart of TX this evening and into tonight.
NAEFS shows anomalous IVT values over 500 kg/m/s (above the 97.5
climatological percentile) ahead of an approaching 200-500mb mean
trough axis. Current visible satellite paints a generally broken
cloud field over much of the state, although some surface based
heating should allow for up to 1,000 J/kg of MLCAPE late afternoon
and this evening. Storms initiating along the dryline will have a
favorable vertical wind profile that sports sufficient shear
(30-40kts of sfc-6km shear) and sfc-3km storm-realtive helicity
(SRH) >100 m2/s2. Any discrete cells initially should manifest
into a congealed cluster with some cells potentially training and
back-building north of the Rio Grande. The new 12Z HREF shows
pockets of moderate-to-high chances (50-80%) for rainfall totals
>3" from the Rio Grande to as far north as the Red River. More
concerningly, there are moderate chances (40-50%) for localized
totals >5" close to Del Rio, TX. While a moderate was considered,
ultimately held a Slight given the regions lower FFGs. However,
this is more of a "high-end" Slight, given the potential for
rainfall rates up to 2"/hr and the typical flash flood risks that
the TX Hill Country has a long history of enduring.

---Previous Discussion---

The presence of an increasing southerly low level will transport
Gulf moisture northward and pool over the Plains and Mississippi
Valley as an upper level trough enters the West and ridging builds
over the East. Meanwhile the upper dynamics and embedded shortwave
energy will support ascent ahead of a longwave trough. At the
surface, a dry line across West Texas will help serve as an
initiating mechanism for convection in the afternoon. Strong to
severe thunderstorms are expected to fire up over the Southern and
Central High Plains, migrating eastward eventually making headway
into the adjacent Concho Valley and lower Trans Pecos. As cells
merge due to cold pool mergers and low-level jet initiation, a
large cluster of heavy rainfall will ensue through the rest of
Saturday night into Sunday morning.

General consensus maintains 2-4 inches possible from the Concho
Valley in West Texas to the Red River Valley in southern Oklahoma.
Neighborhood 24 hr QPF HREF probabilities show a strong signal for
50-80% for 2 inches for this region and 40-70% for 3 inches. A
Slight Risk for Excessive Rainfall remains in effect across
portions of the Southern Plains, especially the areas referenced
above.

...Upper Midwest and Great Lakes...

The Marginal Risk was expanded southward into southern WI,
northeast IA, and northern IL for the 16Z update. Latest ARW and
HRRR have trended south with their QPF axis with storms forming
closer to the lifting warming front. This setup has eerily similar
characteristics that led to the flash flooding in northeast KS
this morning; sheared lobes of 500mb vorticity to the west of the
upper-level ridge axis with area-averaged soundings showing
notable low-level SRH values and over 500 J/kg of MUCAPE aloft.
Warm cloud layers at least 8,000ft deep and NAEFS highlighting a
robust 750 kg/m/s IVT over central IA being aimed at southern WI
tonight also supported both warm rain processes and healthy
moisture advection. 1-hr FFGs remain as low as 1" in some locations
given the saturated soils in place. With these factors accounted
for, the Marginal Risk will focus on the potential for flash
flooding in these aforementioned areas tonight and into the early
morning hours on Sunday.

Scattered to widespread convection is expected across parts of
Wisconsin and Michigan as moisture increase along a warm front
lifting northward through the region. Areal averages of around 1
inch are still on track. Much of the region will be sensitive to
additional precipitation as there has been ongoing snow melt and
high river flows. Although it may be isolated, flash flooding
may be possible during this period. A Flood Watch remains in effect
across the Michigan U.P. and far northern Lower Michigan and
Wisconsin.

footprint expected during this period, there is a growing threat
for flash flood concerns across portions of Hill Country to the I-35
corridor south of Dallas. A Slight Risk for Excessive Rainfall is
now in effect for central Texas for the threat with a Marginal Risk
extending northeastward through Oklahoma and adjacent areas of
Kansas/Missouri/Arkansas.

...Northern Michigan...

Gulf moisture will continue to transport northward and interact
with the frontal boundary draped across the region. An additional 1
to 2 inches of rain is expected across the upper portion of the
Mitten which may expedite local snow melt and runoff. A Marginal
Risk for Excessive Rainfall remains in effect across northern
Michigan.

Days 1-3...

Light snow associated with a weakening upper trough moving east of
the northern Sierra will continue into the afternoon in advance of
a more potent upper low diving south from Alaska. This deeper low
will move into NorCal tonight before slowly opening into a longwave
positively-tilted trough Monday around Reno and continuing into
Utah by early Tuesday morning.

Despite the overall weakening of the upper low through the period,
the combination of modest moisture anomalies (>90th-95th
percentiles for PW/IVT), incoming height falls, mid- level
divergence, an incoming 120kt jet streak, and upslope enhancement
via favorable mid-level flow will yield moderate to locally heavy
snow for tonight into Sunday over the Sierra.

The heaviest snowfall over the Sierra will be just in advance of
the upper/sfc low tonight through Sunday. Snow will also expand
eastward and northeastward across the Great Basin via broad SW flow
and PVA in the mid-levels. Snow levels will continue to fall today
into Sunday from around 6000-7000ft to around/below 4500ft with
the core of the colder air aloft. Snow rates of 1-3"/hr are likely
in the Sierra, making for difficult travel across the passes (WSSI
Moderate to Major impacts).

WPC probabilities of at least 8 inches of snow are >50% above
about 4500-5000ft in the Sierra and for at least 18 inches of snow
are >50% above about 5500-6000ft. Total accumulations may exceed
2-4ft in the highest peaks with windy conditions as well.

For the Great Basin to the Rockies, light to locally modest snow
in association with the incoming system will spread across the
region Sunday and continue through Monday. WPC probabilities for at
least 8 inches of snow are >50% above about 8000ft over eastern
NV/OR into the central Idaho ranges and above 10,000-11,000ft into
the Wind River Range and the Uintas.

The probability of significant icing for days 1-3 across the CONUS
is less than 10 percent.
