...Heavy rain and flooding continues from the Southern Plains to
the Central Appalachians...

Flood warnings and watches, flash flood watches, as well as flood
advisories are in effect for the Arklatex region as well as much
of the Ohio Valley and Central Appalachians.

At 300 AM CDT...Pacific moisture associated with former Tropical
Depression 19-E as well as moisture from the Gulf of Mexico
continues to allow for an impressive axis of moisture to stretch
from the Southern Plains to the Central Appalachians. At the
surface, the center of a low pressure system with a central
pressure of 1012 mb, or 29.88 inches of mercury, was located in
eastern Texas about 60 miles west of Shreveport, Louisiana. From
this low, a slow-moving cold front stretched southward through
eastern Texas, while a stationary front extended eastward across
the Tennessee Valley and into the Mid-Atlantic. National Weather
Service radars and surface observations indicated that light to
moderate rain was widespread to the north of the front from
southeastern Oklahoma eastward into the Mid-Atlantic. Meanwhile,
scattered showers and thunderstorms were found across eastern
Texas eastward into Louisiana ahead of the cold front.

The low pressure system is forecast to move slowly eastward across
eastern Texas over the next couple of days. An additional 3 to 5
inches of rain is expected to fall between the Arklatex and the
upper Ohio valley, leading to local storm total amounts of 15 to
20 inches. As the low pressure system begins to weaken today, the
focus of heavy rainfall shifts northeastward along and north of
the stationary front across the Tennessee and Ohio Valleys early
this week.
