Blizzard Warnings are in effect over portions of North and South
Dakota, central Nebraska, and far western Minnesota.
Winter Storm Warnings are in effect for parts of Nebraska, South
Dakota, and Minnesota.
Flash Flood and Flood Watches are in place from the Lower
Mississippi Valley northeastward into the Mid-Atlantic region.
Flash Flood and Flood Warnings as well as Flood Advisories are
embedded within the Watches in the Lower Mississippi Valley and
Southeast.
Wind Advisories are in effect for parts of the Tennessee and Ohio
Valleys, Southeast, and the Southern and Central Appalachians.

At 200 AM CST...A low pressure system with a minimum central
pressure of 997 mb, or 29.44 inches, was located about 80 miles
northwest of Green Bay, Wisconsin. An occluded front extended from
this low across the Upper Great Lakes region, leading into a cold
front stretching through the Ohio, Tennessee, and Lower
Mississippi Valleys, and into a warm to quasi-stationary front to
the east of the cold front. Additionally, a front wrapped around
the backside of the low, and in the cold air to the west and
north, generally moderate snow and strong winds continued in the
Northern Plains, Nebraska, and the Upper Mississippi Valley. Warm
and moist air from the Gulf of Mexico was surging northward ahead
of the cold front, which was causing a large swath of moderate to
heavy rain to persist across the Lower Mississippi Valley,
Southeast, and Tennessee Valley, causing flooding. Generally
moderate rain was falling in the Appalachians and into the
Mid-Atlantic and Northeast regions.

The low pressure system will continue moving northeastward across
the Upper Great Lakes region before crossing into Ontario on
Friday, ending the heavy snowfall threat. While only light snows
are expected to continue into the daytime today in the Northern
Plains and Upper Mississippi Valley, winds could remain strong, so
blowing snow could impede travel again today. Lingering snows of 2
to 4 inches are forecast to continue in the Upper Great Lakes
region. Rainfall-wise, thunderstorms are expected to keep pushing
eastward along and ahead of the cold front. Through the morning,
an additional 1 to 3 inches of rain, with locally higher amounts,
is possible for those areas in the Lower Mississippi Valley to
Southeast where flooding is ongoing. A widespread 1 to 2 inches of
rain is forecast for the Mid-Atlantic region and Northeast today.
The Southern and Central Appalachians are under a Slight Risk of
excessive rainfall/flash flooding due to already saturated soils
and the possibility of terrain enhancing the rainfall amounts.
