...Moderate to heavy rain ongoing along the Gulf Coast and Lower
Mississippi Valley...

Flash Flood Watches and Warnings, as well as Flood Warnings are in
effect along the Gulf Coast in Texas, Louisiana and Mississippi.

At 900 PM CDT...A low pressure system with an estimated central
pressure of 1004 mb was located on the Texas Coast approximately
50 miles E of Houston, Texas. National Weather Service radars and
surface observations indicated a broad area of moderate to heavy
rainfall streaming northward over a surface trough oriented
zonally across the Gulf Coast from southeast Texas to eastern
Louisiana.

This surface low is expected to begin propagating northward along
eastern Texas this evening into Thursday before it develops
frontal structure and moves into the Lower Mississippi Valley.
Rain should spread out ahead of the system across the Southeast
with an additional 1 to 3 inches likely along the Gulf Coast, and
locally higher amounts potentially reaching 5 inches by Saturday.
A widespread 2 to 4 inches of rainfall is likely elsewhere from
the Southern Appalachians and Southeast through early next week as
the system very slowly moves eastward. Local rainfall amounts of 5
to 7 inches will be possible across the western Carolinas and
southern Appalachians.
