...A powerful early-season snowstorm is bringing strong winds and
heavy snow to the High Plains... 

Blizzard Warnings are in effect for north-central North Dakota.
Winter Storm Warnings, Watches, and Advisories are in effect for
most of the Dakotas, northern Nebraska, and northwestern Minnesota.

Freeze Warnings and Watches are in effect for portions of the
Southwest and the Central to Southern Plains.

Flood Warnings are in effect for counties adjacent to the Red
River along the North Dakota/Minnesota border

Red Flag Warnings and Wind Advisories are in effect for portions
of California, the Southwest, and the Central Great Basin.

At 200 AM MDT...Surface observations indicated sharply colder air
spilling south and east behind a well defined front extending from
eastern Minnesota through the Mississippi Valley and across the
Southern Plains and Southern Rockies. A surface low with a central
pressure of 1007 mb, or 29.74 inches of mercury, was identified
along the front near Mt. Pleasant, Iowa. The parent low with a
central pressure of 1002 mb, or 29.59 inches of mercury was
located along the front in north-central Minnesota. National
Weather Service radar and surface observations showed moderate
snow falling across central North Dakota while bands of moderate
to heavy rain falls near the North Dakota-Minnesota border. Gusty
winds were also observed behind the front across the Plains.

As the front moves eastward through the Mississippi Valley, snow
will continue to develop behind it in the Northern Plains. The
storm is forecast to consolidate farther north over northern
Minnesota and remain quasi-stationary there through Saturday.
Thus, heavy snow will persist across the Northern Plains and Upper
Mississippi Valley on the backside of the storm. Additional
snowfall of over a foot is likely across northern/central North
Dakota while 6 to 10 inches are expected for parts of northwestern
Minnesota. Blowing snow is also expected, with blizzard conditions
possible. Some mixed precipitation is also possible for portions
of the Dakotas and Minnesota along the transition zone between
snow and rain.
