...Developing low pressure system expected to bring widespread
wintry weather from the central Plains to the Northeast and the
Mid-Atlantic while heavy rain impacts the Mid-Mississippi Valley
into the Tennessee and Ohio Valleys... 

Flood and flash flood watches are in effect from eastern Arkansas
across the Tennessee Valley northward into the Ohio River valley
and eastward into southwest West Virginia.

Winter Storm Warnings are in effect for portions of the central
Plains into the upper Midwest and portions of the Mid-Atlantic
States.

Winter Weather Advisories are in effect for much of the central
Plains into the remainder of the Midwest across much of the Great
Lakes, Ohio Valley, central and southern Appalachians, and into
New York and southwestern New England.

At 900 PM EST...A surface low pressure wave with an estimated
central pressure of 1007 mb, or 29.73 inches was developing just
off the central Texas coast near a coastal front.  Moisture from
the subtropical eastern Pacific had already spread precipitation
northeastward into the central and eastern U.S. well ahead of a
deep upper-level trough.  National Weather Service radars and
surface observations indicated that light to moderate snow was
spreading across much of the central Plains with some freezing
rain extending eastward into the mid-Mississippi Valley.  Rain and
embedded thunderstorms were found just to the south across the
mid-Mississippi and Ohio Valleys, southern Appalachians and much
of North Carolina.  Scattered showers and embedded thunderstorms
were across much of the Deep South to the north of the coastal
front.  Meanwhile, wintry precipitation was developing over the
central to southern Appalachians.

A new surface low pressure center is forecast to form over the
central Plains tonight as the upper-level trough continues to
deepen.  Snow currently over the central Plains will spread
further northeastward across the upper Midwest on Wednesday and
into the upper Great Lakes Wednesday night.  Total snowfall
amounts are expected to range from 4 to as much as 10 inches from
the central Plains into the upper Midwest through Wednesday. 
Meanwhile, snow and freezing rain are expected to expand
northeastward across the Appalachians and the Mid-Atlantic states
tonight, reaching New England Wednesday night.  Total snowfall
amounts are expected to range from 2 to 4 inches across interior
Mid-Atlantic, increasing to 6 to 8 inches over the central
Appalachians through Wednesday night.  The snow is expected to
change over to freezing rain as warmer air aloft lifts across the
region, resulting in ice accumulation of up to a quarter of an
inch over interior Mid-Atlantic, and more than half an inch over
the central Appalachians.  The wintry precipitation is expected to
spread further to the northeast into New England on Thursday. 
Across the Southeast, rainfall totals of 2-3" -- with locally
higher amounts -- are expected between now and Thursday.
