Storm Summary Number 2 for Plains to Eastern U.S. Storm

...Developing low pressure system expected to bring widespread
wintry weather from the central Plains to the Northeast and the
Mid-Atlantic while heavy rain impacts the Mid-Mississippi Valley
into the Tennessee and Ohio Valleys... 

Flood and flash flood watches are in effect from the lower to
mid-Mississippi Valley northeastward into southwest West Virginia.

Winter Storm Warnings are in effect from portions of the central
Plains to the upper Midwest as well as portions of the interior
Mid-Atlantic States into the central and southern Appalachians.

Winter Weather Advisories are in effect for much of the central
Plains into the remainder of the Midwest, across much of the Great
Lakes, Ohio Valley, southern Appalachians, the Mid-Atlantic and
into New York and central New England.

At 200 AM CST...The low pressure wave near the Texas coast had
become elongated as another front formed along the lower
Mississippi and Tennessee Valleys over the past few hours. 
Meanwhile, a new low pressure center was forming over central
Kansas.  Moisture from the subtropical eastern Pacific aloft and
from the Gulf of Mexico near the surface had already spread
precipitation northeastward into the central and eastern U.S. well
ahead of a deep upper-level trough.  National Weather Service
radars and surface observations indicated that light to moderate
snow over the central Plains was spreading northeastward into the
upper Midwest.  Some freezing rain was falling farther south from
central Missouri eastward into the Midwest.  Rain and scattered
thunderstorms were found across the lower mid-Mississippi near the
developing frontal boundary.   Meanwhile, light snow and some
freezing rain were spreading northward into the central
Appalachians and southern Virginia.

The new surface low pressure center over Kansas is forecast to
intensify and become the dominant surface cyclone as the
upper-level trough continues to deepen.  Snow will continue to
spread further northeastward across the upper Midwest today and
into the upper Great Lakes tonight.  Total snowfall amounts are
expected to range from 4 to as much as 10 inches from the central
Plains into the upper Midwest through Wednesday.  Meanwhile, snow
and freezing rain are expected to expand northeastward across the
Appalachians and the Mid-Atlantic states today, reaching New
England tonight.  Total snowfall amounts are expected to range
from 2 to 4 inches across the interior Mid-Atlantic, increasing to
6 to 8 inches over the central Appalachians through tonight.  The
snow is expected to change over to freezing rain as warmer air
aloft lifts across the region, resulting in ice accumulation of up
to a quarter of an inch over interior Mid-Atlantic, and more than
half an inch over the central Appalachians.  The wintry
precipitation is expected to spread further to the northeast into
New England on Thursday.  Across the Southeast, rainfall totals of
1 to 2 inches, with locally higher amounts, are expected through
Thursday.
