...Atmospheric River continues to bring heavy rain and snow to
California as a broader snow and high wind threat expands across
the western and central U.S..... 

Winter Storm Warnings are in effect for the Sierra Nevada and
Transverse and Peninsular ranges of California, portions of the
Sierra Nevada and Great Basin in Nevada, the Sawtooth Mountains in
Idaho, southwest Montana, the Wasatch and Uinta mountains in Utah,
the Mogollon Rim and northeastern Arizona, and the San Juan
Mountains of Colorado.

High Wind Warnings are in effect for the Transverse and Peninsular
Ranges of California; the Great Basin of Utah; the Mogollon Rim
and northeastern Arizona; the Wyoming Basin; the High and Central
Plains of the Texas Panhandle, Oklahoma Panhandle, Colorado,
Kansas, Wyoming, Nebraska, and South Dakota; and the Mid-Missouri
Valley.

Red Flag Warnings are in effect for northeastern New Mexico.

Winter Storm Watches are in effect for the Klamath Mountains of
California.

High Wind Watches are in effect for the Sangre De Cristo and
Sandia Mountains and Colorado Plateau of New Mexico, portions of
the Texas Panhandle through southeastern Kansas, southern portions
of the Upper Missouri Valley, and the Upper Mississippi Valley.

Winter Weather Advisories are in effect for the coastal ranges and
Cascades of Oregon, northern Great Basin of Nevada, portions of
the Northern and Central Rockies, the High Plains of Montana, and
northeastern South Dakota.

Flood Advisories are in effect for the Sacramento Valley, Southern
Coast Ranges, and the greater Los Angeles area in California.

At 600 AM PST...A broad, deep upper-level trough continued slowly
east over the West Coast. At the surface, a slowly meandering
frontal boundary extended across the central and western U.S. from
the northern Plains west through the Northern Rockies before
turning south through the Great Basin and into central California.
Significant moisture associated with an Atmospheric River
continued to spread inland behind and across this boundary.
Widespread areas of heavy rain and higher elevation snow showers
were ongoing along and ahead of the frontal boundary across the
Northern Rockies in Montana and Idaho, the Great Basin in Nevada,
and south into California including the Sierra Nevada, the central
valleys, the Southern Coast Ranges, and the greater Los Angeles
area. In particular, waves of heavy precipitation in the form of
rain and higher elevation snow were moving inland from the Pacific
over the southern Sierra Nevada, San Joaquin Valley, and the San
Gabriel and San Bernardino mountains north of Los Angeles.

Heavy precipitation in the form of both rain and snow will
continue across California as the Atmospheric River brings in
additional surges of significant moisture. Another 1-3 feet of
snow is forecast for the Sierra Nevada. There is also a Slight
Risk of Excessive Rainfall in effect for Southern California where
an additional 2-5 inches of rain is forecast, particularly for the
mountains surrounding the Los Angeles and San Diego metro areas.
This remains a threat for debris flows over burn scars. As the
upper-level trough and surface front continue eastward across the
West, snow will expand in coverage across the Great Basin and the
Rockies. The heaviest snow should remain in the higher terrain,
with up 12 + inches of snow possible for many of the regional
mountain ranges. Lighter accumulations are possible elsewhere at
lower elevations. Additionally, a broader high wind threat will
expand across the Plains in advance of the upper-level trough
moving eastward. Widespread gusts of 60 to 70 mph are likely and
may result in damage and power outages. Dry conditions across the
Plains will also lead to the threat of wildfires both Tuesday and
Wednesday.
