...Widely scattered bands of moderate showers and isolated
thunderstorms associated with Post-Tropical Cyclone Kay continue
to impact portions of southern California while spreading
northwest toward central California...
Flood Watches are in effect from much of southern California
northward into the Sierra Nevada, southern Nevada, and
northwestern Arizona.
Wind Advisory is in effect for Santa Ynez Valley.

At 700 AM PDT...the center of Post-Tropical Cyclone Kay was
located near 30.5N, 120.5W, or about 240 miles southwest of San
Diego, CA., moving toward the southwest at about 16 mph. Doppler
radar indicated that the outer rainbands associated with
Post-Tropical Cyclone Kay continued to progress farther
northwestward into the south-central portion of California. These
bands, which contained light to moderate rain, were found between
San Francisco and Los Angeles, with an embedded thunderstorm cell
near Fresno. South of Los Angeles, another batch of rain was
organizing into bands as they were pivoting northward across the
Mexican border into southern California. The heaviest rain was
found offshore to the southwest of Los Angeles just to the
northeast of the circulation center of Post-Tropical Cyclone Kay.
Elsewhere, an outer rainband was moving into southwestern Arizona.
Another batch of rain was moving northwest across central
Arizona. Farther north, bands of moderate to locally heavy rain
and embedded thunderstorms were developing and moving westward
across the Grand Canyon toward the Las Vegas area.

Over the next couple of days, the threat of heavy rain will
generally be decreasing as the broad lower level circulation
associated with Kay continues to spin down and move southwestward
away from California. However, residual moisture and instability
together with the decoupled upper-level circulation of Kay will
keep a good chance of showers and embedded thunderstorms across
the southern half of California, Sierra Nevada and into portions
of the Desert Southwest. Locally heavy rain is possible but
widespread flooding is not expected.
