Winter Storm Warnings are in effect for the southern Appalachians,
Virginia, southern West Virginia, the Delmarva Peninsula, eastern
Maryland, the Distric of Columbia and southern New Jersey.

Winter Weather Advisories are in effect for areas encompassing the
Winter Storm Warnings from southern Georiga into North Carolina,
West Virginia, Maryland and New Jersey.

High Wind Warnings are in effect for extreme northwestern South
Carolina.

Coastal Flood Warnings are in effect for southeastern Virginia and
the southern Delmarva Peninsula.

Wind Advisories are in effect for the Florida panhandle, Georgia,
South Carolina and North Carolina.

At 900 AM EDT...A low pressure center was located in central North
Carolina with an estimated central pressure of 996mb, or 29.41
inches of mercury. A stationary front extended northeastward from
the low through eastern North Carolina and into the Atlantic
Ocean, while a cold front stretched southward towards the North
Carolina & South Carolina border and into the Atlantic Ocean
towards southern Florida. RADAR and surface observations indicated
moderate to heavy snow falling in Virginia, Maryland, the Delmarva
Peninsula and southern New Jersey. A thin band of mixed
precipitation was observed from North Carolina through southern
Virginia and the tip of the Delmarvia Peninsula, with moderate
rain falling south of the band. Strong winds were also being
reported in South Carolina behind the eastward moving cold front.

The low pressure center is expected to continue deepening while
moving north-eastward off the Mid-Atlantic coast during the
afternoon hours on Tuesday. Moderate to heavy snow will continue
for much of the Mid-Atlantic north of the North Carolina and
Virginia border with an additional 4-8 inches, and locally higher
amounts possible. Very intense snowfall rates of up to 2''/hr will
occur within the heaviest bands of snow, leading to rapidly
deteriorating and dangerous road conditions. The snow should taper
off in the Mid-Atlantic from west to east during the late
afternoon & evening hours. South of the axis of heavy snow, the
potential for moderate rainfall exists in eastern North Carolina
as convective showers and thunderstorms progress eastward along
the cold front. As a result, the Storm Prediction Center has
placed much of the Outer Banks under a Slight Risk for severe
thunderstorms through the afternoon hours.
