At 600 AM PST...Radar and surface observations observed a
stationary band of heavy rainfall streaming into Southern
California along a slowly moving cold front. Gusty winds were also
noted across much of California.

Heavy rain will continue today for much of California, with
additional rainfall amounts of 1-3" (locally 5-8") forecast in
parts of Southern California which will likely maintain locally
catastrophic flash and urban flooding impacts across Los Angeles.
In the mountains, heavy wet snow will continue across the Sierra
Nevada and near Mt. Shasta through tonight. 2-3"/hour snowfall
rates combined with wind gusts will lead to whiteout conditions
and near impossible travel above 5000 feet.
