HPC Storm Summaries for Tropical Depression "Frances"

When the National Hurricane Center drops responsibility for a tropical system after it makes landfall, The Hydrometeorological Prediction Center takes responsibility for issuing storm summaries. Storm summaries were once issued four times a day, but have been reduced to twice daily, scheduled at 06Z and 18Z. On Septemeber 1, 1998, the summary at 23Z was reinstated.
