04 AM CDT SUN SEP 8 2002

...T. D.  "FAY" HAS NEARLY STALLED IN SOUTH CENTRAL TEXAS...

...A FLASH FLOOD WATCH IS IN EFFECT FOR ALL OF SOUTH CENTRAL TEXAS
AND THE HILL COUNTRY.
...FLOOD WARNINGS ARE IN EFFECT FOR THE MEDINA...AND SAN ANTONIO
RIVERS IN TEXAS.

AT 04 AM CDT...0900Z...THE CENTER OF T.D. "FAY" WAS LOCATED NEAR
LATITUDE 28.9N...LONGITUDE 99.5W...OR 35 MILES SOUTHWEST OF HONDO
TEXAS.

THE STORM HAS DRIFTED WEST AT 4 MPH.  IT IS EXPECTED THAT THE
SYSTEM WILL STALL AND BECOME NEARLY STATIONARY.

MAXIMUM SUSTAINED WINDS ARE 30 MPH ON THE UPPER TEXAS/LOUISIANA
COASTLINE AND 20 MPH INLAND NEAR THE CENTER.  MINIMUM CENTRAL
PRESSURE IS 1005MB...29.68 INCHES.

AN AREA OF STRONG THUNDERSTORMS FORMED EAST OF THE CENTER THIS
MORNING.  THIS AREA HAS BEEN QUITE ACTIVE AND WAS PRODUCING
LOCALLY HEAVY RAINFALL.  THERE HAVE BEEN REPORTS OF TORNADIC
ACTIVITY RELATED TO THIS CONVECTION.  WIDESPREAD SCATTERED
CONVECTION IS PRESENT OVER MOST OF SOUTH AND SOUTH CENTRAL
TEXAS.   2 TO 4 INCHES OF ADDITIONAL PRECIPITATION IS EXPECTED IN
SOUTH CENTRAL TEXAS WITH LOCALLY HEAVIER AMOUNTS.
