...RAIN FALLING ON SATURATED OR FLOODED GROUND IN THE MIDDLE
MISSISSIPPI VALLEY WILL EXACERBATE FLOODING. HEAVY RAIN IS ONGOING
IN THE LOWER MISSISSIPPI VALLEY AS WELL... 

FLASH FLOOD AND FLOOD WARNINGS AND WATCHES ARE IN EFFECT FOR
PORTIONS OF THE LOWER MISSISSIPPI VALLEY AND WESTERN PORTIONS OF
THE SOUTHEAST...AND STRETCHING FROM NORTHEAST OKLAHOMA AND
SOUTHEASTERN KANSAS THROUGH THE MIDDLE MISSISSIPPI VALLEY...OHIO
VALLEY...AND INTO THE UPPER GREAT LAKES.

AT 900 AM CDT...A SURFACE LOW WITH A CENTRAL PRESSURE OF 1008 MB
OR 29.77 INCHES WAS LOCATED NEAR FORT SMITH, ARKANSAS. FROM THIS
LOW, A STATIONARY FRONT STRETCHED EASTWARD THROUGH THE LOWER
MISSISSIPPI VALLEY AND THE TENNESSEE VALLEY, WITH A COLD FRONT
MOVING THROUGH OKLAHOMA AND TEXAS. ANOTHER STATIONARY FRONT
EXTENDED THROUGH PORTIONS OF TEXAS AND ALONG THE LOUISIANA GULF
COAST. NATIONAL WEATHER SERVICE RADARS AND SURFACE OBSERVATIONS
INDICATED HEAVY RAIN WITH THUNDERSTORMS IN EASTERN TEXAS AND
SOUTHERN LOUISIANA. ANOTHER AREA OF HEAVY RAIN WITH THUNDERSTORMS
WAS LOCATED IN EASTERN OKLAHOMA AND WESTERN ARKANSAS. ALSO,
WIDESPREAD MODERATE TO LOCALLY HEAVY RAIN WAS FALLING OVER MUCH OF
THE MIDDLE MISSISSIPPI VALLEY, AN AREA THAT HAS ALREADY SEEN
WIDESPREAD FLOODING OVER THE PAST WEEK.

THE SURFACE LOW AND ASSOCIATED FRONTS WILL MOVE EASTWARD THROUGH
THURSDAY AND NORTHEASTWARD THROUGH FRIDAY. FOR THE MIDDLE
MISSISSIPPI VALLEY AND OHIO VALLEY, 2 TO 4 INCHES OF RAIN WITH
LOCALLY HIGHER AMOUNTS ARE EXPECTED THROUGH THURSDAY EVENING. MUCH
OF THESE AREAS HAVE RECEIVED 6 TO 10 INCHES OF RAIN OVER THE PAST
WEEK, AND FLOODING IS STILL ONGOING. THIS RAIN WILL ONLY
EXACERBATE FLOODING AND FLASH FLOODING CONCERNS. ADDITIONALLY,
HEAVY RAIN IS EXPECTED TO CONTINUE FOR THE LOWER MISSISSIPPI
VALLEY THROUGH THURSDAY MORNING AND SHIFT INTO THE CENTRAL GULF
COAST ON THURSDAY. RAINFALL AMOUNTS OF 3 TO 5 INCHES WITH LOCALLY
HIGHER AMOUNTS ARE POSSIBLE IN THESE AREAS.
