...Outer rainbands of Dorian rotating into coastal sections of
South Carolina and Georgia while beginning to depart northeastern
Florida...tropical-storm-force winds are impacting portions of the
immediate coast of Georgia and South Carolina...

Hurricane and Tropical Storm Warnings, along with Storm Surge
Warnings are in effect for coastal areas of the Southeast and
southern Mid-Atlantic states from Florida to southeast Virginia,
including the lower Chesapeake Bay.

Tropical Storm Watches are in effect for the central portion of
the Chesapeake Bay as well as the Maryland eastern shore

Flash Flood Watches are in effect for portions of southeast
Virginia, eastern North Carolina, eastern South Carolina,
southeast Georgia and northeast Florida.

At 1000 PM EDT...National Weather service radar and surface
observations showed that the outer rainbands associated with
Hurricane Dorian were edging into the coastal sections of South
Carolina and Georgia where locally heavy downpours accompanied by
tropical-storm-force winds were reported.  Meanwhile, rainbands
over northeastern Florida were beginning to move out to sea.
