Corrected for addition of wind observations in North Carolina.

...Tropical-storm-force winds and heavy rains continue to impact
central and eastern North Carolina and are moving into
southeastern Virginia...

Hurricane and Tropical Storm Warnings are in place for eastern
North Carolina into coastal areas of the southern Mid-Atlantic
states, as well as coastal southeastern Massachusetts. Storm Surge
Warnings are in effect for far eastern North Carolina and far
southeastern Virginia.

Flash Flood Warnings and Watches and scattered Flood Warnings are
in effect for portions of southeastern Virginia, eastern North
Carolina and northeastern South Carolina.

At 400 AM EDT...National Weather Service radar and surface
observations showed widespread heavy rainfall from Dorian across
eastern and central North Carolina, and was moving out of
northeastern South Carolina. Numerous reports of flooding and
inundated roads have been received across these areas. Rainfall
rates were increasing in southeastern Virginia as Dorian moves
north. Locally strong and gusty winds, to tropical storm force,
were observed across portions of eastern North Carolina. Below are
preliminary rainfall and wind observations associated with Dorian.
