...Hurricane-force wind gusts reported over the North Carolina
Outer Banks, as flooding rains continue across eastern North
Carolina and southeast Virginia...
Hurricane and Tropical Storm Warnings are in place for portions of
the southern Mid-Atlantic states including eastern North Carolina
and southeast Virginia. A Tropical Storm Warning is also in effect
for portions of southern New England including southeastern
Massachusetts. Storm Surge Warnings are in effect for far eastern
North Carolina and far southeastern Virginia.
Flash Flood Warnings and Watches and scattered Flood Warnings are
in effect for portions of southeastern Virginia, eastern North
Carolina and northeastern South Carolina.

At 1000 AM EDT...National Weather Service radar and surface
observations showed widespread heavy rainfall from Dorian across
far eastern North Carolina, southeast Virginia and also the lower
Delmarva. Numerous reports of flooding and inundated roads have
been received across these areas. Significant storm surge flooding
is ongoing across the eastern portions of Pamlico Sound, including
historic water levels in Ocracoke. Locally strong and gusty winds,
to tropical storm force, continue to be observed over portions of
eastern North Carolina and the Hammpton Roads area of southeast
Virginia. Some hurricane force wind gusts have been observed over
portions of the North Carolina Outer Banks. Below are preliminary
