...Heavy rain, gusty winds, and severe weather affiliated with
Tropical Storm Elsa continue to impact North Carolina and Virginia
as the system pushes out of South Carolina...

A Flash Flood Watch is in effect for portions of central North
Carolina, as well as portions of south-central and southeast
Virginia.

Flood Advisories are in effect for portions of southeast North
Carolina and extreme northeastern South Carolina.

A Coastal Flood Advisory is in effect for the Albemarle Sound and
adjacent waterways in northeast North Carolina.

A Tropical Storm Warning is in effect for portions of the South
Carolina coast, as well the entirety of the North Carolina coast,
portions of inland eastern North Carolina, and the Virginia
Atlantic Coast and Chesapeake Bay.

A Tornado Watch is in effect for portions of the eastern interior
and Coastal Waters of North Carolina.

At 1000 AM EDT...Persistently steady to heavy rainfall and gusty
winds were ongoing across much of central and eastern North
Carolina, and were commencing across far south-central Virginia as
Tropical Storm Elsa continued her progression up the Eastern
