southern California as Post Tropical Cyclone Kay passes by
offshore...

Flood and Flash Flood Warnings are in effect for portions of
southern California.

High Wind Warnings are in effect for the Peninsular Ranges in
southern California.

Flood Watches are in effect for portions of southern California,
southern Nevada, and western Arizona.

Wind Advisories are in effect for the Transverse Ranges and metro
Los Angeles/Inland Empire.

At 1000 PM EST...Multiple bands of moderate to heavy rainfall
continue to move slowly northward over southern California. The
rainfall stretches along the coast from Oxnard south to San Diego,
and stretches inland over the Transverse Ranges and Peninsula
Range into portions of the Mohave and Sonoran Deserts. Below are
preliminary rainfall and wind observations associated with Post
