Texas and far western Louisiana along the Sabine River...

southeastern Texas northeast of Houston and northwest of Beaumont.

A Flood Watch is in effect for portions of southeastern Texas.

Flood Advisories are in effect for portions of southeastern Texas.

At 1000 AM EDT...Tropical Depression Edouard continues to the
north-northwest across southeastern Texas this morning with a an
estimated minimum central pressure of 1004 mb, or 29.65 inches of
mercury. NWS radar and surface observations indicated heavy rain
and gusty winds of up to 20 knots across portions of southeast
Texas and far western Louisiana along the Sabine River. Rainfall
rates of up to 3" per hour can be expected with the most intense
bands, with additional rainfall of 3-6", locally as much as 8",
creating conditions for flash flooding. Below are preliminary
rainfall and wind observations associated with Tropical Storm
